New Delhi, 29 January — Member of Parliament (Rajya Sabha) Satnam Singh Sandhu today urged the Union government to establish a ‘Central Horticultural University’ in Punjab by upgrading the Post Graduate Institute of Horticulture Research and Education (PGIHRE) Amritsar, a Centrally funded prestigious Institute which was sanctioned in 2015 but is yet to be established due to land acquisition issues,
The farmers will move rapidly towards crop diversification.
Raising the issue in ‘Zero Hour’, MP Sandhu said the establishment of this University will lead to the setting up of international standard testing labs and Export Certification Centers, enabling Punjab’s fruits and vegetables to reach the global market directly.
“This University will promote value addition in agriculture and food processing and will also open doors for agri-entrepreneurship for the youth of Punjab. Considering the Prime Minister’s unwavering affection for Punjab, this Institute should be granted the status of Prime Minister’s Central Horticultural University. This step will not only strengthen the farmers of Punjab economically but will also provide a permanent and modern solution to the saturation of foodgrain-based agriculture,” he said.
Terming it as a “very important issue related to the farmers and agriculture of Punjab”, Sandhu said Prime Minister Narendra Modi decided to establish the PGIHRE in Punjab, in the Union Budget for 2015-16, to promote horticulture with the vision to move the farmers of Punjab away from the traditional wheat-paddy cycle towards high-value horticulture.
“It is unfortunate that Punjab has not been able to implement this gift from the Prime Minister on the ground. This project has been stalled for the last 10 years. Despite the land being marked by ICAR (Indian council of agriculture research) and the Social Impact Assessment being completed, a decade of precious time has been wasted. Today, in 2026, as we are moving towards Viksit Bharat (Developed India), we have to accept that a 10-year-old plan is not sufficient for today’s new opportunities and challenges,” he added.
Underlining the role the PGIHRE can play as a Horticultural University to transform horticulture sector in Punjab, MP Satnam Singh Sandhu further said, “Despite horticulture being practiced on less than 7% of the land in Punjab, the horticulture produces, which was Rs 6,267 crore in 2011, has now crossed Rs 26,580 Crore and there are still immense possibilities remaining. The farmers of Punjab have now started positively adopting horticulture. If this institution is given a push in Punjab, the farmers will move rapidly towards crop diversification. Under Prime Minister Modi’s Atmanirbhar Bharat (Self-Reliant India) mission, the farmers of Punjab can play a significant role in making the country self-reliant in the field of horticulture. So, this project should be upgraded from a Post Graduate Institute to a ‘Central Horticultural University’ and that its establishment be ensured as soon as possible,”.
MP Sandhu said there are several strong arguments for establishing a horticulture university in Punjab.
“Prime Minister Modi has signed an FTA (Free Trade Agreement) with the European Union this week, which people are calling the ‘Mother of All Deals’. This has created immense opportunities for farmers in agri-exports. In this situation, this University will play a crucial role in ensuring the quality of horticulture products according to European standards,” he said.
The Post Graduate Institute of Horticulture Research and Education was proposed and sanctioned in 2015 during the Union Budget 2015–16 by then Finance Minister Arun Jaitley. The construction work of this Institute, which is to be established in an area of 130 acres with an investment of about Rs 2000 Crore, is yet to begin due to land issues.
This is despite the fact that after the 2015 announcement, planning and site selection took place between 2016–2021. The land for this project was allocated 100 acres of land at village Attari (Amritsar). But as another chunk of land measuring 30 acres was required for the establishment of administrative, academic and residential blocks of the PGIHRE Amritsar, this land was selected at Chhidan village (Tehsil Lopoke), Amritsar–Attari Road but there was much delay in completion of acquisition of this land reportedly owned by a single private person, raising legal and procedural objections.
The notification for acquisition of this additional land was issued in July 2022. However, construction never started as the formal acquisition notice for this additional land of about 29–30 acres was issued on 20 March 2023.
The construction work of PGIHRE could not begin as the required land could not be registered in name of Indian Council of Agriculture Research, the funding for this Institute was for setting up of PGIHRE was temporarily shelved by ICAR who made no financial provision from 2021–22 to 2025–26 due to non-availability of land in Amritsar
As Centrally funded world-class horticulture institute, with 206 horticulture scientist posts, in Punjab, PGIHRE is expected to lead to advanced research in fruits, vegetables, and horticulture crops, development of improved and seedless varieties (mango, litchi, jamun, citrus, etc.), post-graduate education and training in horticulture sciences, boost Punjab’s horticulture economy and farmer incomes and technology transfer to farmers and agro-industries.
ਨਵੀਂ ਦਿੱਲੀ, 29 ਜਨਵਰੀ: ਸੰਸਦ ਮੈਂਬਰ ਸਤਨਾਮ ਸਿੰਘ ਸੰਧੂ ਨੇ ਅੱਜ ਰਾਜ ਸਭਾ ਵਿੱਚ ਖੇਤੀਬਾੜੀ ਅਤੇ ਕਿਸਾਨੀ ਨਾਲ ਜੁੜਿਆ ਅਹਿਮ ਮੁੱਦਾ ਚੁੱਕਿਆ। ਉਨ੍ਹਾਂ ਨੇ ਪੰਜਾਬ ਵਿੱਚ ਬਾਗ਼ਬਾਨੀ ਨੂੰ ਉਤਸ਼ਾਹਿਤ ਕਰਨ ਲਈ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਇੰਸਟੀਚਿਊਟ ਆਫ਼ ਹਾਰਟੀਕਲਚਰ ਦੀ ਸਥਾਪਨਾ ਦੇ ਇੱਕ ਦਹਾਕੇ ਤੋਂ ਲਟਕੇ ਹੋਏ ਕੰਮ ਦਾ ਮੁੱਦਾ ਉਠਾਇਆ ਅਤੇ ਕਿਸਾਨਾਂ ਨੂੰ ਆਤਮ ਨਿਰਭਰ ਬਣਾਉਣ ਲਈ ਕੇਂਦਰੀ ਹਾਰਟੀਕਲਚਰ (ਬਾਗ਼ਬਾਨੀ) ਯੂਨੀਵਰਸਿਟੀ ਬਣਾਉਣ ਦੀ ਮੰਗ ਕੀਤੀ।
ਸੰਸਦ ਦੇ ਬਜਟ ਸੈਸ਼ਨ ਦੌਰਾਨ ਰਾਜ ਸਭਾ ਵਿੱਚ ਸਿਫ਼ਰ ਕਾਲ ਦੌਰਾਨ ਬੋਲਦਿਆਂ ਮੈਂਬਰ ਪਾਰਲੀਮੈਂਟ ਸਤਨਾਮ ਸਿੰਘ ਸੰਧੂ ਨੇ ਕਿਹਾ, “ਭਾਰਤ ਦੇ ਮਾਣਯੋਗ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਨੇ ਸਾਲ 2015-16 ਦੇ ਬਜਟ ਦੌਰਾਨ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨਾਂ ਨੂੰ ਰਵਾਇਤੀ ਖੇਤੀ ਵਿੱਚੋਂ ਬਾਹਰ ਕੱਢ ਕੇ ਬਾਗ਼ਬਾਨੀ ਵੱਲ ਵਧਾਉਣ ਲਈ ਪੰਜਾਬ ਵਿੱਚ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਇੰਸਟੀਚਿਊਟ ਆਫ਼ ਹਾਰਟੀਕਲਚਰ ਰਿਸਰਚ ਐਂਡ ਐਜੂਕੇਸ਼ਨ ਦੀ ਸਥਾਪਨਾ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਕੀਤਾ ਸੀ, ਪਰ ਪਿਛਲੇ 10 ਸਾਲਾਂ ਤੋਂ ਇਹ ਪ੍ਰੋਜੈਕਟ ਰੁਕਿਆ ਹੋਇਆ ਹੈ। ਆਈਸੀਏਆਰ ਵੱਲੋਂ ਜ਼ਮੀਨ ਮਿਲਣ ਅਤੇ ਸਮਾਜਿਕ ਪ੍ਰਭਾਵ ਮੁੱਲਾਂਕਣ ਦੇ ਬਾਵਜੂਦ ਇੱਕ ਦਹਾਕੇ ਤੱਕ ਸਮਾਂ ਬਰਬਾਦ ਕੀਤਾ ਗਿਆ। ਅੱਜ 2026 ਵਿੱਚ ਜਦੋਂ ਅਸੀਂ “ਵਿਕਸਿਤ ਭਾਰਤ” ਵੱਲ ਵਧ ਰਹੇ ਹਾਂ, ਤਾਂ ਬਦਕਿਸਮਤੀ ਦੇ ਨਾਲ 10 ਸਾਲ ਪੁਰਾਣੀ ਯੋਜਨਾ ਅੱਜ ਦੀਆਂ ਨਵੀਆਂ ਸੰਭਾਵਨਾਵਾਂ ਅਤੇ ਚੁਣੌਤੀਆਂ ਲਈ ਕਾਫ਼ੀ ਨਹੀਂ ਹੈ।”
ਇਸ ਦੇ ਨਾਲ ਹੀ ਐਮਪੀ ਸੰਧੂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ, “ਮੌਜੂਦਾ ਸਮੇਂ ਵਿੱਚ ਪੰਜਾਬ ਵਿੱਚ 7 ਫ਼ੀਸਦੀ ਤੋਂ ਵੀ ਘੱਟ ਜ਼ਮੀਨ ‘ਤੇ ਬਾਗ਼ਬਾਨੀ ਹੋ ਰਹੀ ਹੈ। ਸਾਲ 2011 ਵਿੱਚ ਬਾਗਬਾਨੀ ਤੋਂ ਕਿਸਾਨਾਂ ਨੂੰ 6,267 ਕਰੋੜ ਦੀ ਆਮਦਨ ਹੋਈ ਸੀ, ਜੋ ਹਾਲੀਆ ਸਮੇਂ ਵਿੱਚ ਵਧ ਕੇ 26,580 ਕਰੋੜ ਨੂੰ ਪਾਰ ਕਰ ਚੁੱਕੀ ਹੈ। ਇਹ ਅੰਕੜੇ ਦਰਸਾਉਂਦੇ ਹਨ ਕਿ ਪੰਜਾਬ ਵਿੱਚ ਬਾਗ਼ਬਾਨੀ ਨੂੰ ਲੈਕੇ ਅਪਾਰ ਸੰਭਾਵਨਾਵਾਂ ਹਨ। ਪੰਜਾਬ ਦਾ ਕਿਸਾਨ ਬਾਗ਼ਬਾਨੀ ਨੂੰ ਅਪਣਾ ਰਿਹਾ ਹੈ, ਜੇਕਰ ਸੂਬੇ ਵਿੱਚ ਇਸ ਕਿੱਤੇ ਨੂੰ ਹੁਲਾਰਾ ਦਿੱਤਾ ਜਾਵੇ ਤਾਂ ਕਿਸਾਨ ਰਵਾਇਤੀ ਖੇਤੀ ਵਿੱਚੋਂ ਬਾਹਰ ਨਿਕਲ ਸਕਦੇ ਹਨ।”
ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨਰਿੰਦਰ ਮੋਦੀ ਦੇ ਆਤਮ ਨਿਰਭਰ ਭਾਰਤ ਮੁਹਿੰਮ ਵਿੱਚ ਬਾਗ਼ਬਾਨੀ ਨੂੰ ਸ਼ਾਮਲ ਕਰਨ ਬਾਰੇ ਬੋਲਦਿਆਂ ਐਮਪੀ ਸੰਧੂ ਨੇ ਕਿਹਾ, “ਪੰਜਾਬ ਦੇ ਕਿਸਾਨ ਬਾਗ਼ਬਾਨੀ ਦੇ ਖੇਤਰ ਵਿੱਚ ਦੇਸ਼ ਨੂੰ ਆਤਮ ਨਿਰਭਰ ਬਣਾਉਣ ਵਿੱਚ ਅਹਿਮ ਭੂਮਿਕਾ ਨਿਭਾ ਸਕਦੇ ਹਨ। ਨਾਲ ਹੀ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਇੰਸਟੀਚਿਊਟ ਨੂੰ ਅੱਪਗ੍ਰੇਡ ਕਰਕੇ ‘ਕੇਂਦਰੀ ਹਾਰਟੀਕਲਚਰ ਯੂਨੀਵਰਸਿਟੀ’ ਦੀ ਸਥਾਪਨਾ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ।”
ਐਮਪੀ ਸੰਧੂ ਨੇ ਅੱਗੇ ਕਿਹਾ, “ਪੰਜਾਬ ਵਿੱਚ ਹਾਰਟੀਕਲਚਰ ਯੂਨੀਵਰਸਿਟੀ ਬਣਾਉਣ ਨਾਲ ਕਾਫ਼ੀ ਫ਼ਾਇਦਾ ਹੋਵੇਗਾ। ਕਿਉਂਕਿ ਹਾਲ ਹੀ ਵਿੱਚ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਮੋਦੀ ਨੇ ਯੂਰਪੀਅਨ ਯੂਨੀਅਨ ਨਾਲ ਇਸੇ ਹਫ਼ਤੇ ਵੱਡਾ ਵਪਾਰਕ ਸਮਝੌਤਾ ਵੀ ਕੀਤਾ ਹੈ, ਜਿਸ ਨੂੰ ਪੂਰੀ ਦੁਨੀਆ “ਮਦਰ ਆਫ਼ ਆਲ ਡੀਲਜ਼” ਕਹਿ ਰਹੀ ਹੈ, ਇਸ ਦੇ ਨਾਲ ਕਿਸਾਨਾਂ ਦੀਆਂ ਫ਼ਸਲਾਂ ਦੀ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਨਿਰਯਾਤ ਕਰਨ ਦੇ ਦਰਵਾਜ਼ੇ ਖੁੱਲ੍ਹ ਸਕਦੇ ਹਨ। ਕੇਂਦਰੀ ਬਾਗ਼ਬਾਨੀ ਯੂਨੀਵਰਸਿਟੀ ਕਿਸਾਨਾਂ ਨੂੰ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਆਪਣੀ ਫ਼ਸਲ ਨਿਰਯਾਤ ਕਰਨ ਦੇ ਯੋਗ ਬਣਾਵੇਗੀ। ਇਸ ਦੇ ਨਾਲ ਨਾ ਸਿਰਫ਼ ਪੰਜਾਬ ਦੇ ਕਿਸਾਨ ਆਰਥਿਕ ਰੂਪ ਵਿੱਚ ਮਜ਼ਬੂਤ ਅਤੇ ਆਤਮ ਨਿਰਭਰ ਬਣਨਗੇ, ਸਗੋਂ ਵਿਕਸਿਤ ਭਾਰਤ ਦਾ ਟੀਚਾ ਵੀ ਪੂਰਾ ਹੋਵੇਗਾ। ਯੂਨੀਵਰਸਿਟੀ ਬਣਨ ਨਾਲ ਇੱਥੇ ਕੌਮਾਂਤਰੀ ਪੱਧਰ ਦੀਆਂ ਟੈਸਟਿੰਗ ਲੈਬ ਅਤੇ ਨਿਰਯਾਤ ਸਰਟੀਫ਼ਿਕੇਸ਼ਨ ਕੇਂਦਰ” ਸਥਾਪਤ ਹੋਣਗੇ, ਜਿਸ ਨਾਲ ਪੰਜਾਬ ਗਲੋਬਲ ਬਾਜ਼ਾਰ ਵਿੱਚ ਉੱਤਰਨ ਲਈ ਸਮਰੱਥ ਬਣ ਜਾਵੇਗਾ।”
ਦੱਸਣਯੋਗ ਹੈ ਕਿ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਇੰਸਟੀਚਿਊਟ ਆਫ਼ ਹਾਰਟੀਕਲਚਰ ਰਿਸਰਚ ਐਂਡ ਐਜੂਕੇਸ਼ਨ ਦੀ ਸਥਾਪਨਾ ਕਰਨ ਦੀ ਪੇਸ਼ਕਸ਼ 2015 ਵਿੱਚ ਤਤਕਾਲੀਨ ਵਿੱਤ ਮੰਤਰੀ ਅਰੁਣ ਜੇਤਲੀ ਵੱਲੋਂ ਕੇਂਦਰੀ ਬਜਟ 2015-16 ਦੌਰਾਨ ਕੀਤੀ ਗਈ ਸੀ। ਉਸ ਸਮੇਂ ਇਸ ਨੂੰ ਮਨਜ਼ੂਰੀ ਵੀ ਮਿਲ ਗਈ ਸੀ। ਇਸ ਇੰਸਟੀਚਿਊਟ ਦੀ ਉਸਾਰੀ 130 ਏਕੜ ਜ਼ਮੀਨ ਉੱਪਰ 2000 ਕਰੋੜ ਦੀ ਲਾਗਤ ਨਾਲ ਕੀਤੀ ਜਾਣੀ ਹੈ, ਪਰ ਬਦਕਿਸਮਤੀ ਨਾਲ ਜ਼ਮੀਨੀ ਮੁੱਦਿਆਂ ਦੀ ਵਜ੍ਹਾ ਕਰਕੇ ਹਾਲੇ ਤੱਕ ਉਸਾਰੀ ਸ਼ੁਰੂ ਨਹੀਂ ਹੋ ਸਕੀ ਹੈ।
2015 ਵਿੱਚ ਹਾਰਟੀਕਲਚਰ ਇੰਸਟੀਚਿਊਟ ਦੇ ਐਲਾਨ ਤੋਂ ਬਾਅਦ 2016-21 ਵਿਚਾਲੇ ਪ੍ਰੋਜੈਕਟ ਲਈ ਜ਼ਮੀਨ ਲਈ ਗਈ। ਇਸ ਪ੍ਰੋਜੈਕਟ ਲਈ ਅਟਾਰੀ ਪਿੰਡ (ਅੰਮ੍ਰਿਤਸਰ) ਵਿੱਚ 100 ਏਕੜ ਜ਼ਮੀਨ ਅਲਾਟ ਕੀਤੀ ਗਈ ਸੀ, ਪਰ ਇੰਸਟੀਚਿਊਟ ਦੀ ਸਥਾਪਨਾ ਲਈ 30 ਏਕੜ ਜ਼ਮੀਨ ਹੋਰ ਚਾਹੀਦੀ ਸੀ, ਇਸ ਲਈ ਰਹਿੰਦੀ ਜ਼ਮੀਨ ਨੂੰ ਛਿਦਾਨ ਪਿੰਡ (ਲੋਪੋਕੇ ਤਹਿਸੀਲ), ਅੰਮ੍ਰਿਤਸਰ-ਅਟਾਰੀ ਮਾਰਗ ‘ਤੇ ਅਲਾਟ ਕੀਤਾ ਗਿਆ, ਪਰ ਇਸ ਵਾਧੂ ਜ਼ਮੀਨ ਨੂੰ ਐਕੁਆਇਰ ਕਰਨ ਲਈ ਨੋਟੀਫ਼ਿਕੇਸ਼ਨ ਜੁਲਾਈ 2022 ਵਿੱਚ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਸੀ। ਹਾਲਾਂਕਿ ਨਿਰਮਾਣ ਕਾਰਜ ਹਾਲੇ ਸ਼ੁਰੂ ਨਹੀਂ ਹੋਇਆ, ਕਿਉਂਕਿ ਲਗਭਗ 29-30 ਏਕੜ ਦੀ ਇਸ ਵਾਧੂ ਜ਼ਮੀਨ ਲਈ ਰਸਮੀ ਐਕੁਆਇਰ ਨੋਟਿਸ 20 ਮਾਰਚ, 2023 ਨੂੰ ਜਾਰੀ ਕੀਤਾ ਗਿਆ ਸੀ।
PGIHRE ਦਾ ਨਿਰਮਾਣ ਕਾਰਜ ਹਾਲੇ ਵੀ ਸ਼ੁਰੂ ਨਹੀਂ ਹੋ ਸਕਿਆ, ਕਿਉਂਕਿ ਲੋੜੀਂਦੀ ਜ਼ਮੀਨ ਭਾਰਤੀ ਖੇਤੀਬਾੜੀ ਖੋਜ ਪ੍ਰੀਸ਼ਦ ਦੇ ਨਾਮ ‘ਤੇ ਰਜਿਸਟਰਡ ਨਹੀਂ ਹੋ ਸਕੀ। PGIHRE ਦੀ ਸਥਾਪਨਾ ਲਈ ਫੰਡਿੰਗ ICAR ਦੁਆਰਾ ਅਸਥਾਈ ਤੌਰ ‘ਤੇ ਰੋਕ ਦਿੱਤੀ ਗਈ ਸੀ, ਜਿਸਨੇ 2021-22 ਤੋਂ 2025-26 ਤੱਕ ਅੰਮ੍ਰਿਤਸਰ ਵਿੱਚ ਜ਼ਮੀਨ ਦੀ ਅਣਹੋਂਦ ਕਾਰਨ ਕੋਈ ਵਿੱਤੀ ਪ੍ਰਬੰਧ ਨਹੀਂ ਕੀਤਾ।
ਪੰਜਾਬ ਵਿੱਚ ਕੇਂਦਰ ਸਰਕਾਰ ਦੁਆਰਾ ਫੰਡ ਪ੍ਰਾਪਤ ਇੱਕ ਵਿਸ਼ਵ ਪੱਧਰੀ ਬਾਗਬਾਨੀ ਸੰਸਥਾ ਦੇ ਰੂਪ ਵਿੱਚ, 206 ਬਾਗਬਾਨੀ ਵਿਗਿਆਨੀ ਅਹੁਦਿਆਂ ਦੇ ਨਾਲ, PGIHRE ਤੋਂ ਫਲਾਂ, ਸਬਜ਼ੀਆਂ ਅਤੇ ਬਾਗਬਾਨੀ ਫਸਲਾਂ ਵਿੱਚ ਉੱਨਤ ਖੋਜ ਪ੍ਰਦਾਨ ਕਰਨ, ਸੁਧਰੀਆਂ ਅਤੇ ਬੀਜ ਰਹਿਤ ਕਿਸਮਾਂ (ਅੰਬ, ਲੀਚੀ, ਬੇਰੀਆਂ, ਨਿੰਬੂ ਜਾਤੀ ਦੇ ਫਲ, ਆਦਿ) ਵਿਕਸਤ ਕਰਨ, ਬਾਗਬਾਨੀ ਵਿਗਿਆਨ ਵਿੱਚ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਸਿੱਖਿਆ ਅਤੇ ਸਿਖਲਾਈ ਪ੍ਰਦਾਨ ਕਰਨ, ਪੰਜਾਬ ਦੀ ਬਾਗਬਾਨੀ ਆਰਥਿਕਤਾ ਅਤੇ ਕਿਸਾਨਾਂ ਦੀ ਆਮਦਨ ਨੂੰ ਵਧਾਉਣ, ਅਤੇ ਕਿਸਾਨਾਂ ਅਤੇ ਖੇਤੀਬਾੜੀ ਉਦਯੋਗਾਂ ਨੂੰ ਤਕਨਾਲੋਜੀ ਟ੍ਰਾਂਸਫਰ ਕਰਨ ਦੀ ਉਮੀਦ ਹੈ।
